เปิดจม.คณะกรรมการเฮลซิงกิ เชิญ ทักษิณ ไปสหรัฐ

นายเบนจามิน แอล. คาแดง คณะกรรมการเฮลซิงกิ ได้ทำจดหมายถึงพ.ต.ท.ทักษิณ ชินวัตร เมื่อวันที่ 23 พฤศจิกายน ที่ผ่านมา โดยได้ส่งผ่านไปยังสำนักงานทนายความของนายโรเบิร์ต อัมสเตอร์ดัม ในกรุงวอชิงตัน ดีซี มีใจความว่า

ในฐานะประธานคณะกรรมการความมั่นคงและความร่วมมือในยุโรป (คณะกรรมการเฮลซิงกิ) ข้าพเจ้าขอส่งจดหมายเชิญมายังท่านเพื่อให้ข้อมูลเกี่ยวกับสิทธิมนุษยชน และสถานการณ์ทางการเมืองในประเทศ ไทย ภายใต้ หัวข้อ “ประเทศไทย : ประชาธิปไตย , การบริหารประเทศ และสิทธิมนุษยชน” ในวันที่ 16 ธันวาคม เวลา 15.00 น. ณ สถานที่ซึ่งจะมีการยืนยันในอนาคต

ในฐานะที่เป็นพันธมิตรด้านความร่วมมือขององค์การเพื่อความมั่นคงและความ ร่วมมือในยุโรปนั้น เหตุการณ์ที่เกิดขึ้นในประเทศไทย โดยเฉพาะอย่างยิ่งการสลายการชุมนุมของกลุ่มผู้ประท้วงในกรุงเทพฯ เป็นที่สนใจของคณะกรรมการเฮลซิงกิ และเมื่อไม่นานมานี้ กลุ่ม นปช.ได้ยื่นฟ้องนายอภิสิทธิ์ เวชชาชีวะ นายกรัฐมนตรี ต่อศาลอาญาระหว่างประเทศ โดยกล่าวหาว่านายอภิสิทธิ์กระทำผิดต่อสิทธิมนุษยชนระหว่างการสลายการชุมนุม ซึ่งหากท่านสามารถให้มุมมองต่อสถานการณ์ด้านสิทธิมนุษยชนในประเทศไทย เสรีภาพของสื่อมวลชน และเสรีภาพในการแสดงออกของประชาชน ความพยายามของรัฐบาลไทยในการแก้ปัญหาเหตุการณ์ความไม่สงบในจังหวัดทางตอนใต้ ของประเทศ และแนวทางที่สหรัฐอเมริกา รวมทั้งประชาคมนานาชาติ รวมทั้งคณะกรรมการเฮลซิงกิ จะมีส่วนช่วยยกระดับสิทธิมนุษยชน และสร้างความเชื่อมั่นว่าจะมีการเลือกตั้งที่บริสุทธิ์และยุติธรรม

คณะกรรมการเรียกร้องให้ท่านนำเสนอข้อมูลโดยปากเปล่า เป็นเวลาประมาณ 7-10 นาที ซึ่งท่านอาจร้องขอให้เพิ่มเวลาการให้การ หรือแถลงการณ์เป็นลายลักษณ์อักษร หรือนำเสนอวัตถุพยานเพื่อนำมาบันทึกเป็นหลักฐานอย่างเป็นทางการ และคณะกรรมการจะรู้สึกขอบคุณอย่างมาก หากได้รับถ้อยแถลงของท่านในรูปแบบ อิเล็กทรอนิกส์ภายในวันอังคารที่ 14 ธันวาคม เพื่อที่จะส่งมอบให้แก่กรรมการและเปิดเผยต่อสาธารณะ ณ สถานที่ให้การ

As chairman of the Commission on Security and Cooperation in Europe (Helsinki Commission), I am writing to invite you to testify at a briefing on the human rights and political situation in Thailand, titled “Thailand Democracy, Governance, and Human Rights,” on December 16, 2010, at 3:00 p.m. The location of the briefing will be confirmed shortly.

As an Asian Partner for Cooperation with the Organization for security and Cooperation in Europe, the developments in Thailand, particularly the recent crackdowns on political protestors in Bangkok, are of particular interest to the Helsinki Commission. Recently the United Front for Democracy against Dictatorship filed a case with the International Criminal Court (ICC) claiming the current Prime Minister Abhisit Vejjajiva, is guilty of crimes against humanity perpetrated during the crackdown. During the briefing we would appreciate hearing your perspective on the human rights situation in Thailand, including freedom of press and freedom of expression, the Thai government’s efforts to calm the insurgency in the south, and how the United States and the International community, including the CSCE, can help improve the human rights situation and ensure a free and fair election process.

We request that you make an oral presentation of approximately 7-10 minutes. You may request that a longer, written statement and additional material of reasonable length be submitted for official record. The Commission would appreciate receiving an electronic version of your written statement before the close of business on Tuesday, December 14, so that advance copies may go to the Commissions and additional copies be made for public release at the briefing.
